Adjournment Raised in Parliament Regarding Mitcham Community Housing

On 14th September 2021 Dustin Halse, Member for Ringwood, raised an adjournment in the

Legislative Assembly regarding Mitcham community housing:


“My adjournment is for the Minister for Housing, and the action I seek is for the minister to update my community on vital community housing being built in our community of Mitcham and the consultation and engagement that will be undertaken as part of this project.


The Andrews Labor government’s historic $5.3 billion Big Housing Build is coming to the East. Shovels will be in the ground by the end of the year to construct more than 230 new social housing dwellings across the Maroondah and Whitehorse municipality areas.


This more than $80 million investment will provide homes for some of our most vulnerable Victorians and create nearly 1000 local jobs in the process. In the suburb of Mitcham alone we will construct 62 new homes through a $20 million investment in partnership with community housing, a not-for-profit housing organisation that delivers affordable housing to those in need.


I have repeatedly said in this place that every person is deserving of a place to call home. A home is a foundation upon which a secure life can be built. To many a home is where they find peace and safety after escaping family violence, from where they can seek employment or pursue study, from where they may seek and receive physical and mental health support and treatment, from where they can engage with community. Put simply, a stable home is the foundation upon which to build a secure life and to care for family.


The Andrews Labor government recognises the importance of housing and we are getting on with the job of giving people the certainty of a place to call home and the security of a job.

Minister for Housing, Hon Richard Wynne MP, responded on 14th October 2021 with the following information:


“I thank Mr Halse, Member for Ringwood, for his question about Community Housing being built in Mitcham.


The $5.3 billion Big Housing Build is the largest investment in social and affordable housing this State has ever seen, delivering more than 12,000 new homes.


  • The $1.38 billion addition to the Social Housing Growth Fund under the Big Housing Build increases the funding available to community housing agencies for the construction of new social housing dwellings.
  • Community Housing (Victoria) Limited (CHL) will receive funding, under the Rapid Grants round of $20,668,896 with a co-contribution of $5,531,710 with a total project cost of $26,200,606 for the development of 62 dwellings in Mitcham:
    • 11 x 1-bedroom apartments
    • 46 x 2-bedroom apartments
    • 5 x 3-bedroom apartments.


  • This proposal is located in an area of high demand with excellent access to shops, public transport, employment opportunities, and open spaces.
  • 75% of the dwellings will be allocated to eligible persons on the ‘priority access’ list of the Victorian Housing Register.
  • The projected construction commencement date is late 2021/early 2022, with an estimated completion date of mid-2023, and CHL will manage and undertake the community consultation as part of the planning process.”
